She went on a work jolly. So what? We do it all the time - both for and from our clients.

The question should be: is she effective, is she worth the money, and can she thus justify the absence with one of her key suppliers?

I suspect that the answers here are "no", and that this is the real issue.

and yet only recently Tory-led Suffolk County Council was being lauded by right wingers for privatising everything...

http://www.bbc.co.uk/news/uk-11398678

A county council has agreed to slash its £1.1bn budget by 30% by outsourcing almost all its services.

The decision by Suffolk County Council could be seen as model for other councils to follow.

Under the New Strategic Direction almost all council services will be offloaded to social enterprises or companies over the next few years

For me the real question is how does someone become Chief Executive of a council?
On so many levels to me it seems a bit odd. Are you an accountant who gets promoted to head of team and so on. A social worker promoted likewise? or, perhaps more likely a management consultant who seconds and then gets onto the council career path.

Whatever route it is, considering that in theory all the decision making is supposed to be made by the council itself the role itself should not require much of what most Chief Executives are supposed to be paid for, making strategic decisions and implementing them across a business.

So why paid so much to execute public policy?

Yeah, not when you awarded a £300m public contract and the contract winners now seem to be paying for your jolly, that has nothing to do with the original contract.

And frankly, why do they need to have a conference in the US when I'm sure the council has perfectly good conference rooms?

As for this dumb bh, she's already got to explain why she is taking courses on how to make her a better manager when she's paid over £200k per annum.

For £200kpa, she shouldn't need to spend an extra £50k to make her any better. For £200kpa she ought to be bloody perfect.

Andrea is Chief Executive of Suffolk County Council - a 4 Star Council serving the 720,000 residents of Suffolk with a workforce of 28,000 employees, a gross revenue budget of £1bn and a £140m capital programme. SCC, jointly with districts, is a Beacon for Waste and Recycling.

With over 23 years local government experience (all in the Eastern Region) Andrea's professional background is in strategic and corporate management, political management and leading change. She is passionate about leadership; interested in culturally led regeneration and helping create opportunities for deprived communities and previous to that, as Chief Executive of Colchester Borough Council (2001-2004).

Andrea is a non-Executive Director of UCS (University Campus Suffolk) and Chair of the university's Foundation Board which brings together stakeholders across the county with an interest in the university. Andrea's passion is how to make UCS a university of choice attracting specialist skills into Suffolk to build local strengths in our economy.

Andrea is also Chair of the East of England's Regional Improvement and Efficiency Partnership that promotes sector led improvement across local government in the Eastern Region.

whether or not that makes her worth £200k a year, who knows?

A large part of what is mentioned there. UCS etc is probably something she is paid extra for and which she will give up her free time for but I somewhat doubt it ever works that way.
It still doesn't really explain why she is paid so much to do what should be in a properly functioning democratic council be a job where you simply follow the decision of the council and follow the communal will in where community investment should take place. Anything else is simply a usurpation of democratically elcted authority.

I wonder if the forthcoming Bribery Act will address this sort of thing?

You’re right that the Chief Exec of a local authority has the responsibility of ensuring the delivery of services as desired by the elected members – but they also are allowed/encouraged to use their experience, skills and knowledge to make this happen.

Personally, I think £200k is excessive for a council CE, but they are not just administrators. I used to work for a local authority and I’ve seen close-up how much work the CE did and how committed they were.

The Council also spent £520,000 on gagging orders last year to prevent ex employees commenting on their time at the Council.

There is apparently a bullying culture at the Council, with some staff made to put their hands up when they want to go to the toilet.

Andrea Hill, IMO, comes across as a very arrogant person, it was many months before she graced Members with her presence. One of those Council Members was so angry about the attitude that she displayed he went public with it. A beacon of recycling my arse, this is the sort of poppycock spouted which is completely meaningless twaddle. Our recycle centre is due for closure within two months, we are advised that the next nearest one is Stowmarket, so that's a 32 mile round trip for me.
