help needed with rear suspension bush

I am trying to put my rear suspension back together but I am a little confused with the bush shown in the photo. I've bought the powerflex poly bushes, with a spacer each side. There is too much of a gap each side still. Am I missing something?
The two spacers locate on the sleeve that fits through the bush.
Is it commmon practice to just pack it out with washers?

This joint by design has washers each side of the slotted wishbone (so 4 in all)....Bolt head/washer/slotted wishbone/washer/bush/washer/slotted wishbone/washer/nut .... camber adjusting.

Not sure if the rear bushes are the same as the front but here is one of the photos I'm taking during my refurb.

Sequence was bolt, washer, chassis, steel spacer washer, plastic bearing washer, wishbone then the reverse. That would explain why you have the space, you might be missing the steel spacers.

Just checked some of the online stores and the steel spacer seems to be listed for the front wishbones only. You may need to ignore my previous comment.
