Hesitation and wooden brakes

Got a couple of issues that I'd like anyone's comment on
1) I seem to have a hesitation. It has a recently rebuilt engine but when at a fixed throttle position (fixed speed) there is a slight hesitation, almost feels like it will cut out. Haven't tried it across the rev range but definitely between 3 and 4k rpm I doubt a passenger would notice it. If accelerating then it disappears (or can't be felt). Anyone any ideas? I did wonder about wear in the throttle body spindles...
2) The brakes are, frankly, rubbish. Not enough bite, retardation or feel for the amount of pedal pressure being put in. The car had new discs, pads and hoses 6000 miles ago (before I owned it) and I noticed that the edge of the pads are red, so I guess they are EBC redstuff pads. Calipers are the early model. Anyone else had this problem? I'm guessing I need to change pads for something else, seen Ferodo 2500 and Mintex 1144 mentioned......
