Freelander tailgate will not open

Hi - our 03 freelander rear window will not lower using the internal switch. The rear door will not open using the tailgate door handle (agin probably 'cos the window will not lower). When locking the car the horn beeps (usually warns of a door not latched - but they are all closed)
Any idaes?
