Wave goodbye to red lights

So what peoples thoughts on this?
I dont do much midnight to 5am driving but on the occasions that I have i've found it quite annoying having to stop when i can see that nothing else is around, HOWEVER!
My experiences of junctions where the traffic lights have temporarily gone down makes me think this wont work. I believe that we have been so mothered in this country the vast majority of the population cannot function unless they are told when to stop or when to go or when to turn etc. It seems like people cant even navigate a round a bout properly and if they cant so something as simple as look right before they merge i cant see many people slowing down looking left AND right or to see if anything is turning accross them.
