How do I remove the top dash panel?

I want to start refurbing the interior and would like to know how the dash top panel comes out? That's the part that runs right across below the screen and contains the screen vent holes? Did a search but came up with nothing.

Also, does anyone know a good source for carpets in the south east (Surrey/Hants)

It doesn't! At least not without an angle grinder.

The rest of the dash will come out readily enough though - if you search on here I posted a detailed procedure when I did mine.

How do you re-cover it then?

The old cover should come off fairly easily once you have the rest of the centre console out and the aluminium screen vents prised out. Sew up your new leather to match the old one (try not to stretch it while removing it!)

To fit it you can either take the windscreen out for access to the front edge, or you can do it with the screen in situ with carefull use of extended tools. Glue brushes, stretchers, pushers and scalpels, gaffer taped to cheap rulers for extra reach worked for me.

Fair to say it was the hardest part of my interior refurb by quite a long way. Reupholstering the seats was a piece of piss in comparison.
