Emissions regs for petrols only allows twice as much CO as diesels. Also you don't have as much NOx to deal with with petrol. Either way you're going to die pretty quickly from oxygen starvation if nothing else.

Besides, this is about city pollution, not being locked up with a car. Diesel particulates and NOx are particularly bad for city air pollution hence the additional fees for diesels.
