This Sunday's Sunday Times Driving supliment has an article on Essex Scameraship, featuring Captain Gatso

Hidden towards the end is this nugget:

Essex Scameraship claimed in March 2002 a 21% decrease in accidents at camera sites.
BUT
Government figures released the following year, actually showed a 15% rise in the number of deaths and serious injuries within 50 metres of a camera in Essex.

Also: Essex claimed 103,488 drivers paid their FPN's in 2002. The Home Office stated that 166,725 fines were paid in Essex for that year.

Brian Ladd, Casualty Reduction Manager for Essex could only muster

yesterday in Parliament said:
Geoff Hoon, Defence Secretary, had insisted Sir Jeremy Greenstock had seen the Red Cross dossier (alleging abuse of Iraqi prisoners), but Jack Straw, Foreign Secretary told MPs that Sir Jeremy had not seen the dossier.

Alongside this, the Essex confusion pales into insignificance. But, perhaps there should be an enquiry into the Essex Scamera figures ... I wonder whether Lord Hutton is free?
