In fairness I don't think he's saying he's joining the Greens, just that in his imaginary world he's had a meeting with Lucas, presumably to do with some high level emergency involving his parish council role.

I've just remembered, my uncle (to my eternal shame) is a Green Party councillor in Norwich.
