It's a Sealion II (SEAL Insertion, Observation and Neutralisation) semi-sub being trialled by the US Navy.

Obviously a closet Captain Nemo but born 150 years too late...
Only yesterday I was venturing out on the North Atlantic, I mean Great Ouse, for the first mission of the year and a few little torpedoes would have made it even more entertaining...
