how do you remove the cover behind the lower instruments

There are workshop manuals on this site. IIRC the 'Steering' one shows pics from unmounting the cluster also

There are 2 wing nuts holding it in place, one on the transmission tunnel side, and one on the other side. The whole panel fits in quite tightly, and it's possible the previous owner may not have bothered putting the wing nuts back on. Once the nuts are removed, pull/bend inwards to get it off the captive studs, then pull the panel down towards the pedals and it comes out. It's also velcro'd so it sits in tightly under the lower front edge of the dash.

That's how to remove the cover that spans across under the steering column.
To remove the instrument cover you need to remove the steering wheel and take out the grub screws that pass through the aluminium faceplate.
The instrument cover comes away as a complete unit ( the indicator stalk must be removed from the side before you try to move the cover)
Be careful as there is not a lot of clearance and it's easy to break something.
