Rrach into rear drivers side wheel arch.
Pull liner away from the body and insert your arm.
Grab the canle outer and pull towards you.
The cable should be rusted into the outer and the boot should pop open.
Then either replace the cable. (not a nice job and it will fail agin sometime. OR
Fit a wire direct from the latch to the edge of the wheel arch liner and put a loop in the end to make a handle.
Good luck!

Is the cable broken, or the latch jammed? If the latch is jammed, it may just be because the cover was slightly mis-aligned when you closed it. This has happened to me a couple of times, and I managed to free it by pushing down on the cover, then gently pushing it side to side whilst an assistant pulled the release cable for me.
If that doesn't work, or if the cable is broken, you can gain access to the boot/engine cover latch by removing the drivers side rear wheel, then removing the wheel arch liner: two fixings at the front edge of the liner into the sill, two fixings at the rear edge of the liner into the rear clamshell, one fixing at the rear inboard edge of the liner into a shear plate, one fixing near the top of the shock absorber into the chassis longeron, then simply withdraw the liner and reach up underneath to the latch mechanism.
Disclaimer: all the above information relates to the S1 Elise - I have no idea if the S2 is the same procedure - and in any case, if you bugger it up worse than it is already, don't blame me! Martin_S said:

Sounds like good advice to me, the S2 boot opens with a key
Regards, Neil
PS If a cable snaps on an s2 the engine stops

I had a similar boot cable problem [S1 Elise], I thought the thing had snapped as the handle in the driver side door space had come loose. Turned out that the nut used to shorten / lengthen the cable [it's looped around the lock mechanism and adjusted by pulling it through a locking nut] had come partially undone.
If this is your problem you just need to keep on pulling the handle until the cable stops slipping through the nut and the boot will open.
