For quiet e.g. romantic meals I always went to Stirups which was quiet & very nice, just outside Windsor though.

Glibey's on Eton High St is a place I'd take my parents to, classic well cooked English menu and lovely, friendly service. The serve their own wine grown in Henley too.
I really, really dislike Browns for many reasons (starting with the closure of the Old Trout, the b'stards) and certainly would not recommend the food to anyone over the age of 11.

Hinds Head is nice, but we've been as a family before.
Bel and the Dragon is way too variable. La Taverna was great a few weeks ago, still very traditional, and probably quiet enough. Gilbey's in Eton would be another fave, excellent food and service and meets the volume requirement!
Browns, Carluccio's etc, all just too noisy IMHO.

If it's not too late how about Cornucopia, a very nice bistro. A very quiet place & the food is very good.
