Keep both coats at 4:1 and waterproofer in both.
If brick then use pva as per instructions.

Yes it is and yes you do. That's why it's called a scratch coat. Put lots of scratches in it so your finish coat has a decent key.Is plaster sand available in B and Q etc etc?

I rendered a wall once, it's quite satisfying really
