Am I Right In Thinking...?

Hello,

I have just changed the rear drums and linings on my Mini. I adjusted the brakes at the drums with the handbrake off, then brought the handbrake up as tight as it would go on it's adjusting nut at the handle. Yet, it still won't hold the car on any gradient no matter how hard I try. The handbrake does work as it did get harder to turn the wheels when it engaged up in the air

This happened before, but I was mainly changing the drums due to a warped drum. Is my handbrake cable therefore stretched which is why it won't hold?
