That's a worryingly selective quotation, if I read it right. That there is no legal obligation to claim on your insurance, OK, I can understand that, and the fact that people choose not to claim, because it will affect the underlying risk you pose.
That there is no legal obligation to answer a very specific question, e.g. "Have you had any claims or accidents in the last x years" is equally clear, and YOU HAVE TO answer it honestly. Failure to do so can, and more frequently does, nullify the contract between you and the insurer.
I'd love to hear that the above is not the case, from someone in the industry, but I'm not holding my breath.
