Mk 3 Golf Tracking.

Have a slightly lowered Golf GTi (only25mm) that i use as a daily drive. Now at some point in its past it had a new steering rack fitted. It always pulled slightly to the n/s so i had the camber tested and set. next was the tracking as it still pulls to the left, so i am going to get the string and measure out to check the tracking. Turns out that there is not any adjustment left on the o/s, now is it possible to turn the steering wheel to allow equal adjustment on both sides, then start setting the tracking from scratch. Also is a zero toe-in a good base setting for road use.?
