Paving guidance please

I have a slate patio and a number of the tiles / slabs are coming loose. They just don't seem to be stuck very well to the floor. How can I make them stick better when re-laying them?

Also, is there any way I can change the colour of the pointing cement now it is dry - thinking dye or some such thing perhaps?
