Hi Matt.
I'm afraid that I can't personally help, but have a look at this link and then click on any of the 1st results and then at the bottom of one of the threads you'll see more relevant topics that you can then go to if you don't have much joy initially.
I've got a Cobra kit car (not with Rover V8) and the level of expertise on the Cobra Club forum is second to none when it comes to V8 engines (it may be worth you signing up to the forum so that you can use the search facility and dig out some relevant topics - it's free to sign up).
Hope this kind of helps (albeit indirectly).

Can't help with the timing...but re the tappety bit....do you know it's got solid lifters and needs adjusting, or is it just noisy? I ask, as I've built a couple using Rhoads lifters before, and while they do a great job of softening a lumpy cam at idle/low revs and resist pumping up at high revs, they are bloody noisy at idle! It's somewhat embarassing to confess just how much effort & expense I put in to trying to quieten down my first V8 before I realised it was a feature, not a fault.

From when I built my RV8 the timing markings were miles out and I polished them off and remarked them from scratch. Once you have a reliable TDC you can then set it up. I set mine up to around 6 deg static and then had it set on the rollers to 34 deg all out. It was fine at this and never pinked, although it was a Defender spec engine with 1mm skimmed off the heads to get to around 9:1 cr.
