Traffic code on RT93 form query

A case of being in the the wrong place at the wrong time yesterday evening possibly, about 9.30pm, (dusk) doing around the 80 mark on the motorway (which was quite deserted). Clocks a 4x4 behind me with the right hand headlight pointing both high and out of line, namely glaring into the rear view mirror. Pulls over to let it pass, still maintaining set speed of 80 (cruise control set)so I know the speed is fairly accurate. Said 4x4 declined going past and follows for about 2 miles, then pulls me over. Issues FPN, on it is the offence code (taken from a small grey handbook) 16EC Excess 70mph motorway. Question is - what is this offence code ?? I was under the impression a speeding offence is an SP30 or similar....
If the motorway was 'quite deserted' , why did you need to pull over ?
Surely you would already have been in the lane furthest to the left ?
You can't complain about the speeding ticket , but you could complain about the headlamp alignment on the vehicle that stopped you , not that it would have any bearing on your offence .
Are you sure it wasn't just the height differential between the two vehicles and that you were catching the asymmetric part of their offside beam wile the nearside one was missing you ?
Speeding codes are listed on one of the government websites - I expect you'll be looking at a fixed penalty of 3 points/£60 or the chance to do a speed awareness course - unless you already have points , I wouldn't worry too much .

There were only 2 cars on the motorway at the time, namely me and another driver, as I joined the motorway, the other driver was in the left hand lane doing about 75-80, hence I passed him on the right. The 4x4 was already on the motorway some way back and then came up behind me as i was passing the car. Not worried about the points/ speed awareness course option, more intrigued as to the offence code meaning....
