Not in favour of locals who want to sell a business or a piece of land, or take a job in a foreign owned business. These regulations deter foreign investors.The rules are really in favour of the locals which I think is absolutely right - shame it's nothing like that in the UK!
They are in favour of a few already very wealthy locals and foreigners who don't want the competition.
