Well one country does significantly better than the other.

UPDATE



So, he ended up in Cambodia instead, and has been living in Sihanoukville since January. He is now a part owner of the local Aussie bar here

Not in favour of locals who want to sell a business or a piece of land, or take a job in a foreign owned business. These regulations deter foreign investors.

They are in favour of a few already very wealthy locals and foreigners who don't want the competition.
