Hmmm...I think you're getting confused here. There's nothing to stop someone from another country coming here and pursuing you through the UK civil court system (or vice-versa).

Further, for debts within the EU there's an EU scheme to make this pretty easy and that is handled in the UK by our Courts system and the same must apply in Germany (and all EU countries).
