Off topic, but letters are not always stolen by the Royal Mail. I run a small business using DMO and bag up my post in sacks Royal Mail provide FOC. I often find other peoples post in the sacks which the Royal Mail have clearly not emptied properly. I just pop it back in the post, but I suspect others will just bin it or open it. DVLA will be bagging up post which will then be collected by the Royal Mail, so letters they send back might end up anywhere if the sacks aren't emptied properly.

Fair enough, they may have just lost this one. Unlike my debit card which was DEFINITELY stolen by someone in the service. Stolen and used to empty my bank account twice (this was before chip and pin). I got all the money back in the end but what a ball ache.
My FIL, ex-copper, just rolled his eyes and said "Mount Pleasant sorting office......"

Photocopy anything you send to DVLA.
Always obtain proof of posting.
From other posts, DVLA will not accept photocopies. So I wonder if a download/printout of this site Always obtain proof of posting.

1= YOUR DETAILS.
2= VEHICLES YOU CAN DRIVE
3= PENALTIES & DISQUALIFICATIONS.
All on a Gov.uk headed document.
