I've just checked and yes you can just pay for a normal Live Gold membership. Then you'd be able to upgrade to GamePass Ultimate using the details posted earlier. Yes, its easy to cancel the subscription rebill from Xbox, its under the 'Subscriptions' area, but if you upgrade using a pre-paid card you won't get rebilled from MS.
- edit* actually there's probably a cheaper way to do it...can anyone add anything? Maybe buy a long Gold subscription and then upgrade to Ultimate?

No, save data will be in the cloud with your GP account. Plus it will be MUCH slower downloading rather than transferring. Think how many other people will be downloading from MS servers today?!From the MS page:
