Inland revenue call is it a scam?

I'm totally fed up with HMRC and the police! 
I received a call from HMRC telling me that I was guilty of a tax fraud, that an arrest warrant had been issued for my immediate arrest, and that I needed to call their phone number to sort the issue out and get the warrant cancelled.
I decided to ignore all of this, and after 3 months, and having been around many police vehicles during that time, I'm still waiting to be arrested!
Now I'm no kind of "Jason Bourne", living undetected, "off the grid" - If the authorities want to find me, it's not exactly impossible, so where the Hell is my immediate arrest?

There are people on YouTube who do this to the Indian call centre scammers, here's one of them -Now then,if I was a computer genius with all the gear.Would it be possible to send a reply to one of these scammers that would infect and bugger up their computers.

The sad thing is the list of people they have scammed in a spreadsheet (not sure if it's in that video above or not), it's just constant.
