What mileage would you expect when buying a brand new car?

That's not on. That's what they have car transporters for. But if he didn't query it at the time, there's not much he can/should do now.
Depends if you mean before or after the odometer has been reset to 0 miles. Most cars have the facility to do this once or twice, so long as it is reset before 1-200 miles, so a "0 mile" car could well be a 399 mile car etc.
Miss it the first time and there's no chance for the second reset. Which is why dealers sourcing new cars from other dealers of the same franchise but out of area will tend to only source new physical stock from within 100-200 miles as sending a trade plate driver to collect it is a fraction of the cost of a transporter.
New cars that have been delivered to a dealer direct from the factory will tend to only have the mileage racked up driving off the production line and around the various storage compounds (which are huge) en route to their eventual dealership, plus a few miles for the PDI and to put some fuel in. Occasionally a few more where they get transferred between dealers in the same local group, but then the reset can be used.

Dunno about cars but all our new Motorhomes at work come off the truck with about 15 miles or so,they come straight from the coachbuilders/converters who get the mechanical pdi done which probably explains that so surely most new cars unless they're demo stock should have only 1 or 2?

Was it a Peugeot? The last one I picked up had 7 on it, and I was told this is how far it takes to get them out of the factory, on and off lorries/ships, in and out of the compounds used for customs and holding to the dealers.
