Iv got no idea how to wire it up, this is my best attempt:

The carb is on an old Suzuki vitara.

I'm lost, is this heating the damper oil (why?) or heating what?

i would say that that is not a pre heater, its a dash pot warmer to stop the dashpot freezing and jamming once the car is running.

export cars to very cold areas used to have a spacer that went between the su and the inlet manifold to warm the mixture - it had a fairly thick filiment in it

+1 this. over the years there were many types of SU & Solex carb heaters that used different approaches from the dashpot 'wrap' as above through to the electric blanket types. in the US there used to be a box design for siamese engines that wrapped under the exhaust manifold, up and over the carb area to supply constant warmth to the carbs; though not quite sure what this did to running efficiency...it was just there to stop internals icing-up and sticking.

Like you guys I am struggling to see what this acheives.
The oil in the dashpot is in the centre cylinder, so far enough away for this device to prove useless.

When these carbs do ice up its in the venturi not the dash pot!
