Siamp Cistern Problems - Help Please?

Having issues with our bog, the cistern has been filling up fairly slowly over the last few months - nothing too bad just not as quickly as it should do. Today it stopped filling up bar the smallest of trickle so we have taken the top off and had a mess about with it.
Basically, as seen on the pic below there is a vertical arm that appears though it should move up and down with the water level and shut off the flow of water when it fills, problem is this arm isn't moving and when moved manually it clicks as if it is catching on something. When it's moved right down the water shuts off, when moved right up the water comes through (not at a massive rate, fairly slowly if anything) - but it doesn't move freely and the water won't move it.
Don't know if we have knackered it by messing, if something very simple will fix it (or at least put us on until we have a new bathroom in the next year or so) or if we need a plumber. Not the most competent at DIY but should be able to follow simple instructions if anybody out there can help please before we ring somebody.

Had the same problem with the exact same fill valve.
Flow had pretty much stopped and it wasn't filling, I put it down to the washer/seal slipping and blocking flow as when dismantled I could find no sign of it and had lost all ability to stop the water from filling the cistern on reassembly.
A new fill valve was less than £15 and was easy to fit, turn water off, flush loo, use sponge to suck up remaining water in cistern, undo water supply pipe and remove nut holding fill valve in underneath the cistern, remove old fill valve and replace with new one, secure with nut (it does come with instructions too) connect water supply back up and carefully turn water back on checking for leaks.
Shouldn't take more than half an hour really.

Unfortunately we fitted many Saimp concealed cisterns, been back to several , all with the same issue as you describe.
But as long as access is ok, then not difficult to change the valve.
