What's with all the Vauxhall Insignia's with Opel grille?

I see these all over. Many colours although often black grey and silver ones. I see them at home in Staffordshire and up and down the M40 and A34 and into Berkshire. It's moer than a handful of cars.
What is it? : It's Vauxhaul Insignia cars (prev shape, the blobby one), with a normal Vauxhall badge and name/logo at the rear but an Opel grille on the front, and *always* the Opel badge is missing and there's just this black Opel logo shape in the plastic waiting for one.

Rule 1 of cost-saving. Vary as few bits as possible.
Where only one market has a badge change, why have two different part numbers for the entire grille, when you only need change the shiny?
