Is this normal?
I've just sold something on eBay, which I don't normally use.
Buyer is collecting and has 'supposedly' sent payment via Paypal, and my Paypal account says the payment has been put on hold, as below.....

We've placed the money from your eBay sale on hold temporarily based on information provided by eBay and other data. The money will be available within 21 days. Add shipping information on eBay to help get your money faster. Contact eBay for more information.

Is this normal?

At least it's not a scam email from a fake Paypal account, as the message is in my Paypal account. So does Paypal normally hold money for 21 days?

Tell buyer if he plans to collect then he should cancel Paypal and bring the cash. Saves a lot of issues later.

Is it possible for him to cancel his Paypal payment? He paid as soon as it sold. I forgot to put 'cash on collection' on the advert, but I think eBay forces you to allow Paypal payments when creating the advert.

Its a new-ish system for collecting items.

Buyer purchases item, pays via PayPal.
Money is held in Paypal
Buyer collects item and gives the vendor (you) a code or you can scan a QR code to prove item has been collected.
Paypal releases funds once item is collected.

Just don't let him take the item without the code!

Yes it is normal if you don't use eBay often, when the buyer collects item get them to leave feedback on eBay and paypal will unlock the hold on the money.

You can simply log in and refund it. But it would be polite to explain to him first why, and reassure him the item is still his.

I always message the buyer to tell them I'm refunding the paypal payment - cash on collection only (as I have put in the item description - every time).
Paypal can get stuffed if they think I'm waiting three weeks for my money and then paying them 3% for the privilege.

I think this worked. He came to collect this evening and he gave feedback whilst he was here. Payment cleared soon after, so feedback must have done the trick, thanks for the tip

I seem to recall eBay forced me to allow Paypal as a payment option, wouldn't let me submit the advert without it. Next time I will be more specific in the advert text.

In my experience the 21 days is the time the buyer has to collect the item. The money is released within an hour or so of the transaction being authorised.
