These crashes cause monumental problems for everyone else and it ends up as an insurance claim with similar effect to blocking a minor country road that inconvenices 2 sheep and a cow. There needs to be a way of recognising the effect it has on everyone else.

All those left behind can be innocent.
Don't forget that crashes can be caused by illness or stray animals etc

So your travelling in the 3rd lane doing 70mph, passing a vehicle in the middle lane, when all of a sudden, the vehicle in the middle lane, pulls out and clips your front N/S sending you into a spin, taking out 6 or 7 other cars, while the car that caused the accident, decided to drive off.Your happy taking a fine for something you had no control over.

I think you could have done with critically evaluating this part of your idea before you posted it. Let's say you slow down and I drive into the back of you. What were you doing wrong? E63eeeeee... said:
