Apart from the evidence that will be given by the person issuing the ticket who will be able to give the times that your vehicle was there & that they were unable to give you/fix the ticket to the vehicle as you drove off whilst they were in the process of issuing it.I drove off while the ticket was being printed. I'm sure the warden can say all that and I'm not sure I'd dispute it. But it appears from the council website that for a PCN to be served, it is either received by post or attached to the vehicle.
They ask which it was in the challenge form. I clicked received by post but in my comment said that I didn't receive it by post and nor was it attached to my car.

Well
There was a man issuing a ticket near my car. I didn't wait to have a chat with him about it. I went about my business.
I was curious so went to the council website, put in my numberplate and got the information
That is what happened and I've asked for evidence on the alleged contravention

It would be funny if the second part of the evidence was referencing this thread and your admission that you drove off when the ticket was being printed.
Why does so many parking and speeding fines end up with PHers trying to worm their way out? What about just accepting responsibility?

It sounds like you know you parked illegally and know the ticket was for you. Why not just pay the small fine and accept some responsibility?

Photos are not a legal requirement, all that is needed is time, date, location, make of vehicle and contravention code.
Most of us have body cams, and they are usually switched on during the issuing stage (especially with on street pcns)
Contrary to popular belief, we do not have to give warning, speak to you, stick it to the windscreen or put it in your hand. If a pcn has been started and the driver drives off, we just head to the office, write a report up and the issuing authority sends a regulation 10 pcn, which is a postal pcn and deemed served by post.
The info in in the report/statment will have the following...
CEO number, date, time (including observation times), location, details of contravention (ie contravention 01, parked on a single yellow line during restricted hours as detailed on the time plate), details of car (eg, Black Ford Escort, VRM AB12 CDE), possibly a desription of the driver, and a details of any conversation.
