Winsor spouts the political headlines of Cameron.
He is going to be the most political HMIC ever. Here he is, not even in his post yet, and he's criticisng the police for something which is not their fault.
Cameron gives him a sinecure for writing Sheehy MkII and he repays the compliment by yet again denigrating the police. Note the 'two finger' jibe. He deserves two fingers.

Is he? I read it that he was criticising a system that lead to police doing too much paperwork. I'd have thought everyone was in favour of more policing and less paperwork.The only sense in which it is critical of the police involved is of their typing skills, but does any police officer take pride in their typing?
Perhaps we should have civilian typists to deal with transcripts of interviews and the like.

He's repeating what Cameron has said many times. Cameron's point is that it is inept police management that has meant police officers doing the paperwork when it is increasing demands that have not been funded that causes the paperwork which was, pre Cameron, mainly done by civilians. But, as pointed out by EB, since the cuts it is now the police who have to do it.As HMIC Winsor has not control over the demands placed on the police by the CPS and government, nor should he have of course. His job has specifics and that is what he should be concentrating on.
Everyone is not in favour of less paperwork for the police. The government and the CPS both make demands for more paperwork year on year. Every police officer I've ever known has been in favour of reducing pointless paperwork, even those who, like me, are touch typists so in demand when prisoners are brought in.
I think Winsor's point is clear. By repeating political rhetoric of the tories he is saying that he will be a good and faithful servant.

I hold all our current mob of politicians in equal contempt. Brown was mentally ill. Thatcher was tough, but wasn't totally out of touch with her ordinary roots. Cameron is on a different planet and is contemptuous of anyone he considers not on his level. He is a clueless idiot.

Feel reassured that whichever party cut the police imprest by 20% in 5 years and then criticised it for the predictable effects would not be called exactly the same by me as I call Cameron.This is a dangerous experiment, one that was not in the manifesto but is the most fundamental change to policing this country has ever seen. It is being pushed under the umbrella of economy but there is little doubt that it is political.

His performance yesterday (and the performance of the quislings questioning him) proved to me that no Politician should be let loose anywhere near decisions such as these.
Policing is now fked. G4S must be absolutely delighted. Their boss forecast G4S will have taken on significant parts of Policing by 2015 and it will be irreversible.
Winsor proved you can lie, cheat and twist. But if you're the 'elite' it makes no difference. Wait till G4S's contracts end and they decide they want paying more. PFIs have proved what a great success privatisation is after all
(And he'll get a lovely pension with contributions of 3.5%. Perhaps he'd like to up it to 14.2% like we pay)
