You could put the relevant reg numbers into AskMID and see if they're insured, if they are then I believe you can pay to get the details since you have a legitimate interest. Send the details of the address on the insurance to whomever it is that's sending your son fines.

There'd no ID or address checks when doing a V5 update. There's been articles in the press about this, one house receiving thousands of letters as address of registered keeper.Wierd !
