I believe NATO would destroy all Russian troops and equipment in Ukraine. I don't know if it includes Crimea. There would be no attacks in Russia. Plus you immediately get Russia's long term strategic nightmare as all nations that border Russia either get nukes, or get NATO nukes on their soil. So nuclear Poland, nuclear Turkey etc.
If Russia opens the nuclear pandoras box any nation near them that likes its borders where they are will need nuclear protection.
Let alone the stance nuclear nations that have border issues with Russia (i.e. China) will be forced to take.
The downsides to Russia massively, massively outweigh any benefit from a show of force to Ukraine.

I don’t think a nuclear attack on Ukraine would be countered with a nuclear response.
I am under no doubt a conventional response would be immediate,sustained and commited by more countries than just the US.
Russia’s allies would keep quiet and not rock the boat as I think even they would think it a step too far(excepting North Korea and possibly Iran)

The reality is probably that the intelligence in terms of knowing where the nuclear capable forces are and monitoring of communications is such that if the order did get given the unit involved quite possibly wouldn’t get the chance to carry it out. I’d imagine there is a B52 with a load of Tomahawk’s stationed somewhere in Europe ready to go.

Sending a message to Russia that they can use nuclear weapons is a complete non starter.
