"Offical Warning" from the Police

I was involved in an RTC. Driver of my vehicle was at fault, but not entirely to blame.
The Police have sent a letter to the driver saying they have completed their investigation, and have issued an "official warning" for 'not exercising the care and attention expected of all road users".
WTF is an "official warning"??
No roadside interview was conducted, there's no ongoing investigation. So how can there be an "official" anything?
All the evidence as to the cause of the RTC had disappeared by the time BiB turned up, so I'm unsure what the "investigation" consisted of.
The weather had improved.
The vehicle we hit said another vehicle in front of them had swerved into their lane, causing them to brake.
That vehicle didn't stop, and there's no dashcam footage, so there's no evidence that a 3rd vehicle was even involved.
There were no witnesses that stayed at the scene.

Is it a caution? So will show up on dbs checks?
I think driving without due care and attention is actually something they can prosecute you for in court, so sounds like the lesser precursor to that?

I suspect its their way of having something on the record so that if the same thing happens again they can say well you were warned previously.
Which sorta makes sense.......but an "official warning" letter won't hold any weight in the future.2025 - Mrs Nibbles_bits has another at fault accident = Sandford Police "we did warn you".

Edit: TBF. It's not Officers, it's a civie sat near to them.
this isn’t uncommon - for eg when someone reports third party incidents via dashcam footage where police feel they won’t get a conviction in court due to (lack of) quality of evidence then they offen issue a written warning. it doesn’t mean much at all as if they had enough to prosecute they would issue a NIP and in the next potential incident they have to make a determination based on the facts and evidence of that next potential incident
obviously the purpose is to warn so as to potentially improve the driver’s driving standard - so if they mess up again and for eg have a serious incident in future police can say they even warned the driver. Record is kept for 3 year at least for Met police for such letters
