I answered your question. In case it's not clear, I was being sarcastic. To be crystal clear, I imagine there'd be more Police stops, more fines, some kind of Brake inspired publicity campaign, a boom in Turtle Wax shares and then everything would return to the situation we're in now. That is, one where this is simply a non-problem. Never happen though would it? Most people seem to derive pleasure from having a clean car, there are even forums based on the topic.

Just clean your plates and nobody need do anything to your car. If the plate is dirty by some oversight then you'll not mind someone's given it a once over.
