The vernier caliper the OP used states an accuracy plus or minus 0.02mm but an operating range of 5 degrees celcius to 40 degrees celcius. Was it over 5oC when you measured OP? At this time of year and at night I'd doubt it. Did you definitely measure correctly? Maybe try again during the day when it's well over 5oC tomorrow (touch wood).
fk me, it's kinda sad we're into the territory of precision measurement for a plate that is for all intents and purposes, legal. But it seems a copper has got a cob on for someone evidently more wealthy than he, so............The ID measurement jaws on cheap verniers are often neither ground straight nor zeroed and are thus fking useless. Use the outside jaws, or falling that i'll bring my gauge blocks and Mitutoyo gear around PM me for my day rates, i'm gonna need the cash as i've just measured my plates and the letter spacing is 2 thou under all round! I'll be putting a new plate out to tender on Monday for plates with +/- 0.00 tolerances, i'm expecting a bill of several thousand

It is quite common for people to simultaneously mess around with character size/spacing/borders/font.
I can quite legally fit plates with reduced size characters/spacing/borders to two of my cars.
Something an uninformed police officer was completely unaware of when he tugged me around 10 years ago.
