You seem to have been civil about it and got the answer without any problem.
The operator doesn't have to tell you but may of course do so...or they mey not.

The operator would have been justified in responding in the same way as he was asked but policy will prevent that.It is enirely up to the operator to decide what he tells you. If it was me I would simply ask why you wanted to know. Why? Because it always amused me to do so.
No problems with asking. The response rather depends upon you and of course the operator.
The operator also knows he's a pointless waste of space and is hated by everyone (apart from the mumsnet one percenters) so he's bound to be evasive.
I imagine he's also annoyed about only being able to get such a pointless job, maybe he wasn't smart enough to get the "watching cars taking a yard of buslane" camera inside in the warm.
