A very small operator* all except one of whose sites are within the Lake District National Park. They are not a BPA member (don't know about IPC).
* This may be why they are more amenable to representations. The are not a member pf the BPA (don't know about IPC)
If they are not in an AOS they may struggle to get RK details from the DVLA. Without that info, they have nobody to take to court.

Part of me is rather disappointed to report after my polite but firy worded email and a nailbiting 8 hour wait in the appeals process they have agreed to drop the demand and apologised (of sorts). The bank statement showing the payment being taken was enough to persuade them. It irks me somewhat, I'd love to know if there is a bug in their system or they just randomly demand money from a percentage of customers on the off chance people won't dispute it. With respect to you and in fairness to the PPC, I imagine it's a heavily automated system and there was some small discrepancy with the reg plate, perhaps a mis-read on entrance or exit. Thankfully common sense prevailed and after you told them they dropped it. Quite reasonable if you ask me.As you were...
You Father could have quite easily entered your reg incorrectly for whatever reason as well, so there may be no fault on the PPC at all and again, they've dropped the charge after applying a bit of common sense.
edited to add: didn't mean for that to sound as snobbish as it does. Good result and a rare triumph of common sense.
