They are millions that send v5 using RM and I am sure not everyone keeps proof of postage
You still have not clarified whether it was on the purchase, or on the sale of the vehicle?

In July I did a part exchange with a motor trader, I completed the part 9 as I was no longer the registered keeper of that vehicle. I immediately posted the part 9 to DVLA to inform them that I am no longer the owner of the vehicle. It would appear that DVLA has not recieved my completed slip and thus imposing a fine for failing to inform that my vehicle had been sold to a motor trader.

Hope that clarifies any confusion

The confusion arose right at the start, but to be fair to the OP he had already clarified it in this post prior to the one you have quoted above. You appear to have overlooked it.

Part 9 is the yellow V5C/3 for sale or transfer to a motor trader, insurer, or dismantler.

I had one of these, 2 years after selling a car I received a SORN notification, so called them to let them know. Shortly after I wrote a letter informing them I was no longer the keeper, and got an acknowledgement followed by one of these £80 demands. In my case I'd sent them two notifications in 3 months after the sale, and not received a reply.

I lost appeal with them, received a nice letter telling me I still owed £80 and after a few more months of threatening letters I wrote back suggesting I was waiting for them to summon me to court so a judge could agree with me that their incompetence was reasonable grounds to dismiss their 'charge'. I think I put a few words in about some act as mentioned in a prior reply in this thread. I haven't had a reply, that was about 4 years ago now.

Perhaps try and level with their aggression and see if they leave you alone too?
