I don't turn my engine off, and don't intend to either. or eat lentils and wear sandals.
Eating lentils whilst sitting in a motor vehicle with a passenger (or passengers) is dangerous ! It can easily lead to an 'offence against the person' or even - Streaky

I know of no fine applicable, as mungo rightly states, quitting a motor vehicle is an offence, but you have to be out of it to commit that one.

So if on a cold morning you start the car, turn the heaters on and get out to scrape off the ice it is an offence??

Yes, mad but true. More applicable to those that start the car, put the blowers on, and wander back inside for breakfast.

Not that you would ever catch me doing that

Ist something to do with "not being in control" as car can go for drive on its own ....??? Ja - oder?

Ist also offence in Switzerland....but then they have laws about flushing the loo at night too....

But still .....my car has nice cushy home in the garage.. But still seems daft if you are scraping the windows whilst engine ist running to warm up the car und windows to stop the condensation und refreeze in minus conditions.

But.. back to original story .....fining bus drivers for idling at bus stops, cabbies for tooting their arrival....just another war on anything which transports people faster than a bicycle.....muesli munching vegetable brained sand wearing und bespectacled s .....
