Yes.

Don't assume that just because a limit is raised, people will go completely mad.

For example, take the Isle of Man, where there are totally limit-free sections of road, it just doesn't happen. It maybe a novelty at first, but the locals who have access anytime, just drive within their own limits.

I happen to think that removing limits is safer than posting higher ones. The number gives false security to poor drivers.

Look at 30 zones. Many of these feature sections where it simply is not safe to drive at 30, but people do with impunity, and vulnerable road users are injured and die as a result.
