Maybe he doesn't w an insurance claim when there is someone liable
Exactly. As with car insurance claim history has to be given to insurers for a few years after. A claim can count against you.

The UK legislation is The Carriage By Air Acts.

What's happened since they addressed their response to the person who booked the tickets?

American Airlines broke 2 of our cases. Luckily they had an office where we reported the damage on arrival. They took photos & replaced both cases including a very expensive Tumi bag.
BA, soaked both our Samsonite bags. When we got the off the baggae claim we thought it was because it was raining outside, but when we got home everything in one case was soaked, we emptied about 2 pint of water out the case that the clothes/presents hadn't absorbed.

They offered to replace the baggage hold cases with two cheap cabin bags, when I was claiming for contents, recipets of gifts bought that were ruined etc. I'm still being messed about as they don't respond very quickly. Their baggae replacement company quickly dropped the claim when I said the bags were fine after being cleaned and dried.

In this case the airlines employees have deliberately smashed up my stuff and the way to stop it happening to other people is make them pay, not the insurance company.
Any proof?

and was it the airlines or the airport handling staff?
Don't need to according to the Montreal convention. The airline is responsible for the safe care of all baggage, not their contractor.
I think he means the allegation that "the airlines employees have deliberately smashed up" your stuff

I did a lot of work airside at Heathrow, it always surprises me when my case arrives on the carousel, I’ve seen so many bags drop off the trailer and get damaged or not picked up as they are transported back to the terminal.
