Having driven extensively in the USA, the difference is that disqualification is not so automatic, speeding is only a minor violation and unlikely to cost you your job, career, home, etc just for a few minor violations and the police, as stated in the article, do use their discretion.
That is unlike here where there is no discretion with camera-detected offences and where self-incrimination is required - not in the USA where you cannot be required to incriminate yourself.
Their legal system may not be perfect, but they are much more realistic about minor traffic violations. But then, they don't have a gov't at war with the driver.
