The ABD www.abd.org.uk/ have made an attempt at this (and I'm not a member - why I don't know), and some councils even post the details on their website.
Until Councils are made to advertise there changes better, I cant see how short of phoning each council how one could be setup, unless it became a legal requirement that councils have to notify those that have expressed an interest in, say highway changes.
Sheffield City Council have actually RAISED a speed limit on a road with a high fatal accident rate. They did this after improvements to the road which included new drainage, change to the superelevation, resurfacing and new signing. They have also installed a speed camera. The limit has been increased from 50mph to NSL. A very rare sensible decision by the council.
They then spend 1000's on upgrading a signalled xroads which has numourous minor accidents due to drivers turning right across traffic because there is no right turn filter. They carry out a public consultation where a right turn filter was the number 1 suggestion from the public. They said they would take on board suggestions, yet when they carry out the upgrade, NO RIGHT TURN FILTER, WTF!!!!!!!!!!!!!
