I suspect that a bit of artistic licence has been used on the statement.
Probably it read: "A recent survey found that nearly three quarters of all motorists asked agree that the speed limit on Britains rural roads should be cut from the default limit of 60mph to 40mph."
Then they do the survey in the car park of the local Derby & Joan Club as they were all leaving......a total of around 20 aged drivers.......probably..

Lowering all rural limits will have quite the opposite effect from that intended. At present, if one encounters, say, a 40 mph limit on a 'B-Road' one is very likely to be aware of it and, if not slowing to the absolute spot-on 40, at least taking the limit 'under advice' as to possible hazards.
If 40 is the mandated max speed on all non 'A' roads, then it will be almost totally disregarded and, as it's unenforceable on that scale, will achieve nothing in safety terms, just cause completely widespread contempt.
Will the 'Old Bill' set out to catch those exceeding 40 at night on narrow minor roads? Of course not, it would be a wate of their time.
In practice, such limits would be unenforceable, ignored, un-policed and nothing would change from now.True, a few unlucky nes would get a few points from some random speed sampling/cash cameras, but the pickings will always be so much better for them on busier roads that they really won't bother too much and certainly not at night.
It will, of course, kill club level rallying stone dead, but that's another issue completely.

Did the questioner define a 'rural' road? Just asked a few people in the office and got different answers ranging from "narrow lanes" to "all roads that aren't motorways or dual-carraigeways"
