Play fair, and the result will still be the same..Bear in mind that the Majority of people who are for the speed cameras have at best, a 2cv, and they probably don`t own/operate one of these new fangled technical things - computers, as they are too busy hugging all the bunnies they can find...

Well having read the DoT article, my first question would be how many people answered that original survey honestly? If the results from this are incorrect in the first place then any analysis performed on the data will lead to an incorrect answer.
Oh and remember that 95% of statistics are made up on the spot.

How you gonna do your IP spoofing without persuading a serious amount of kit between you and the site to do source routing? You need a TCP connection to vote, and you can't do spoofed TCP connections without source routing. Most ISP backbones will drop soruce-routed traffic somewhere along the route.
Web proxies would do it, but there's not many truly anonymous proxies around that don't reveal the IP address of the actual browser.

Yep, you're right. If YOU were asked "do you speed", on an official govm't form - wouldn't you write "NO" ?? surely people are not going to answer correctly, for fear of retribution.
