in fact if there was somebody stopped behind me too close I'd make them back up so I could turn round without crossing the line.

Anyone who does otherwise I would consider to be foolhardy, would only cross the line on the express and clear instruction of a constable in uniform. Full stop. Rule Off.

Isnt 'Proceed with caution' in more general usage?

I must be being thick or are you just arguing semantics and/or terminology?

Sorry but I don't get your point, you will have to explain it. If you "Proceed with caution" and don't cross the junction but even so go over the line and trigger the camera, you're still screwed.

Last year , after waiting 5+ minutes at the red light in south London, i moved on and got stopped by a police car (no idea where he came from!) , he stopped me, i told him what happened, he said he would get it checked. and that was it.

Have to say, although he looked and talked in a very serious manner, he was very polite and understanding.

the flashing headlights is a urban myth derived from the Opticon system fitted in some places in the USA which uses a certain frequency of strobe light to trigger the light to cycle - it was designed for emergency vehicles etc
