Well I think that an Ex-PM should be charged with war crimes.But as to Saville, you have to consider the question of who would most people believe? One young girl or a rich and famous charity fundraising celeb?
As for the folks who mentioned the internet. Is that as much as saying the internet would have resulted in this coming out at the time? The internet has existed for over 20 years as far as I understand it.

If this furore over Saville hadn't have happened when were JSP, Toksvig et al planning to reveal this information? Were they ever?
In my opinion they are partially complicit in this sort of thing going on - I don't believe that the culture of "don't ask, don't tell" or whatever changed overnight the moment the Saville media machine started rolling. They had a duty of care and responsibility as people on the inside of the BBC (unlike the general public) to speak out and push the issue earlier.
The BBC - as antiquated and chauvinistic it probably still is in darker corners - is surely far more receptive nowadays and for some time to people speaking out about this sort of thing. Attitudes towards sexual harassment have changed dramatically in all walks of life and have been "better" for some considerable time, certainly long enough that these revelations from Esther Rantzen, JSP, Toksvig et al could've come out years ago.
As founder of Childline Rantzen is the most egregious example of this. "The newspapers wouldn't print it" is a shocking excuse. Newspapers haven't been the only means of disseminating information for years. She could've penned a blog or crusaded on Twitter or Facebook long before now.

But, I have (yet another) a question.
If in the fullness of time an investigation proves that the allegations are most likely right, if the likes of Rantzen (who has admitted to) knowing about it, but not doing anything about it does it give rise to any potential for proceedings along the lines of aiding the offence(s)?

As adults we can see 'downsides' to certain situations that kids just find funny.
I can vaguely remember watching Tiswas, if I were to watch it now as an adult my response to it would likely be entirely different.
